二、申请人的资格要求：

1.满足《中华人民共和国政府采购法》第二十二条规定;

2.落实政府采购政策需满足的资格要求：

合同包1(黑龙江桦南经济开发区标准化厂房及配套基础设施建设项目公共管廊工程)落实政府采购政策需满足的资格要求如下:

采购包整体专门面向中小企业，提供中小企业声明函并符合要求。

3.本项目的特定资格要求：

合同包1(黑龙江桦南经济开发区标准化厂房及配套基础设施建设项目公共管廊工程)特定资格要求如下:

(1)具备有效的营业执照（联合体投标的，联合体各方均须提供）

(2)投标人须同时具备建设行政主管部门核发的市政公用工程施工总承包叁级（含）以上资质和钢结构工程专业承包叁级（含）以上资质以及特种设备生产许可证（工业管道）GC2级

(3)具备有效的安全生产许可证

(4)项目负责人（项目经理）须具备市政公用工程专业二级及以上注册建造师注册证书，具备有效的安全生产考核合格证书（B证），且未担任其他在建工程项目负责人或其他施工管理工作。项目负责人（项目经理）为本单位人员，并提供近3个月（2025年06月至2025年08月）本企业为其缴纳职工基本养老保险的有效证明（建办市函[2025]92号文件中规定的6类情形人员除外），如为退休人员须提供退休证明及聘用合同。

(5)项目机构其他成员配备：按照《黑龙江省房屋建筑和市政基础设施工程施工现场管理人员配备管理办法》（黑建规〔2025〕2号）规定，以不低于文件规定的市政基础设施工程小型标准数量配备项目管理机构人员，并填报项目管理机构人员配置表，否则其投标将被否决。投标人可根据项目管理需要增加岗位或人员。投标人需针对本项目做出配备现场管理人员均为本单位在职人员的承诺。

(6)投标人须针对本项目做出不拖欠农民工工资的承诺
