货物或服务的说明：六安市霍邱县生态环境分局拟就霍邱县“蓝天卫士”视频监控系统增补项目进行单一来源采购。我县建成的“蓝天卫士”视频监控系统共有219个监控点位，用于全县农作物秸秆焚烧视频监控。项目运行以来，对各类焚烧行为的及时发现和有效处置起到了重要作用，大大减少了秸秆焚烧隐患。但有些重点区域覆盖不到，形成盲区。为了提高秸秆焚烧发现率、处置率，现需对“蓝天卫士”视频监控点位进行增补，拟新增22个监控点位，建设内容主要为新安装5处热成像摄像头、17处星光级激光球及后端平台扩容、网络系统建设、系统运维等。

采用单一来源采购方式的原因及说明：本项目为霍邱县“蓝天卫士”视频监控系统增补项目，霍邱县“秸秆禁烧”(蓝天卫士)视频监控运维服务采购项目由中国移动通信集团安徽有限公司六安分公司承建并提供运维服务。目前系统软硬件运行良好，服务正常。本次采购的设备需部署在原管理系统平台上，做到无缝对接，以保证设备运行准确可靠，同时要求设备部署期间保证服务不中断，不能影响正常的秸秆燃烧视频监测。经专家审核、讨论，本项目符合单一来源采购的相关要求，同意采用单一来源方式确定中国移动通信集团安徽有限公司六安分公司为唯一供应商。
