标的名称：核酸检测试剂 数量：172 预算金额(元)：599936 单位：3488 货物或服务的说明：规格参数：核酸检测试剂技术参数 ★1．国产试剂，完全符合血站临床供血标本乙型肝炎病毒（HBV）DNA、丙型肝炎病毒（HCV）RNA和人类免疫缺陷病毒（HIV-1，HIV-2）RNA的核酸筛查检测，并完全匹配血站现有实验室环境条件及核酸检测系统（科华核酸血筛系统）。 2.检测方法：采用实时荧光聚合酶链反应（PCR)技术。 3.检测模式：单人份检测，采用单管检三项扩增检测技术，单管内完成HBV/HCV/HIV三个项目检测。 4.样本要求：血清或EDTA 抗凝的血浆，样本使用量每人份不低于 960 微升。 5.检测灵敏度符合国内外主流要求，其中单人份检测灵敏度(95%置信区间)：HBV_DNA≤2.5 IU/ml; HCV_RNA≤9 IU/ml; HIV-1_RNA≤20 IU/ml,HIV-2_RNA≤40 IU/ml（相关投标试剂的灵敏度以国家药监局批准的产品说明书的标示灵敏度为准）； 6.病毒基因型覆盖范围：HBV病毒检测包含A、B、C、D、E、F、G、H；HCV病毒检测包含1、2、3、4、5、6；HIV病毒检测包含HIV-1（M、N、O），HIV-2型。（以国家药监局批准的产品说明

采用单一来源采购方式的原因及说明：我单位委托山西昊运项目管理有限公司代理2025年艾滋病防治专项资金项目采购，项目资金预算599,936元，采购核酸检测试剂172盒，用于检测血液中的乙型肝炎病毒、丙型肝炎病毒、人类免疫缺陷病毒（艾滋病病毒）。山西昊运项目管理有限公司分别于2025年6月15日 、2025年7月8日两次在山西政府采购网云平台上发布公开招标公告，项目编号分别为：1403992025AGK00070、1403992025AGK00098 ，在递交投标文件截止时间内两次都只有“上海科华生物工程股份有限公司”一家供应商上传标书参与解密投标文件，因有效供应商不足三家，两次招标均已废标。2025年8月8日经站长办公会讨论、支部委员会研究，现提请市卫生健康委员会党组批准上述核酸检测试剂采购按照单一来源程序进行采购。
