采用单一来源采购方式的原因及说明：该中心拟采购的黑热病RK39快速诊断试纸条(Kalazar Detect™ Rapid Test)是一种基于胶体金免疫层析技术的体外诊断工具，用于快速定性检测人体中利什曼原虫抗体的存在，以辅助诊断内脏利什曼病（VL）。而美国InBios公司以利什曼原虫的类Kinesin基因片段K39的重组抗原制备了rK39免疫层析试条，该试条在现场应用中具有较高的敏感性和特异性，截至目前，为全球独家产品，作为美国 Inbios品牌的中国代理深圳市科润达生物工程有限公司授权疆内唯一总代理商乌鲁木齐瑞康达医疗器械有限公司独家代理，授权销售美国 Inbios的黑热病RK39快速诊断试纸条。且经过两次公开招标（2025年07月10日、2025年08月04日）仅有乌鲁木齐瑞康达医疗器械有限公司一家供应商进行有效投标，且上传效期内唯一授权，根据《中华人民共和国政府采购法》第31条，《中华人民共和国政府采购法》第三十一条74号令，相关法律规定，同意采用单一来源方式采购。
