参与的供应商（联合体）工程的施工单位全部为符合政策要求的中小微企业。

3.本项目的特定资格要求：

合同包1(方正县世纪大道道路维修工程)特定资格要求如下:

(1)投标人须具备建设行政主管部门颁发的市政公用工程施工总承包二级（含二级）及以上资质；若未按新规定换发新证则需具备建设行政主管部门颁发的市政公用工程施工总承包三级（含三级）及以上资质；注：根据《住房和城乡建设部关于印发建设工程企业资质管理制度改革方案的通知》（[建市〔2025〕94号]）的规定已换发新证取得相应资质证书的提供新资质证书）。

(2)具有有效的安全生产许可证。

(3)投标人拟派项目负责人须具备市政公用工程专业二级（含二级）及以上注册建造师执业资格，具备有效的安全生产考核合格证书（B证）。不得同时在两个或者两个以上单位受聘或者执业，并同时提供本企业为其连续缴纳3个月养老保险（2025年6月至投标截止时间前）（如人员入职不足3个月的或新成立企业，则提供养老保险缴纳月份起至投标截止日的缴费证明）养老保险的有效证明。

(4)技术负责人1人（相关专业中级（含中级）以上职称证书），施工员（工长）1人（相关专业岗位证书）、质量员（质检员）1人（相关专业岗位证书）、安全员 1人（具备有效的安全生产考核证书（C证））。
