采用单一来源采购方式的原因及说明：新疆准东经济技术开发区党政办公室为全面做好开发区新闻宣传工作，见证准东新变化、展示准东新形象，吸引更多昌吉企业入驻准东，助力新疆准东经济技术开发区经济高质量发展，拟与昌吉州主流媒体进行新闻宣传工作托管合作。“昌吉州融媒体中心”是由原昌吉日报社、昌吉广播电视台和《学习与科普》杂志社组建成立，为昌吉州党委、政府的唯一官方新闻机构，系昌吉州唯一的州级官方主流媒体,现已建成“报台、网、微、端”全媒体传播平台，负责《昌吉日报》、昌吉电视台、昌吉人民广播电台 FM103.3综合广播、中国昌吉网、“丝路昌吉”APP 客户端，昌吉日报和昌吉零距离2个微信公众号、昌吉日报和“昌广行风”2个抖音号、昌吉日报和昌吉零距离2个视频号、昌吉日报微博等新媒体的采编播发工作，新闻传播覆盖昌吉州约 150 万受众。鉴于昌吉州融媒体中心在昌吉州具有权威性及唯一性，确定与昌吉州融媒体中心合作。为此本项目符合《中华人民共和国政府采购法》第三十一条第一款：只能从唯一供应商处采购的；《中华人民共和国政府采购法实施条例》第二十七条公共服务项目具有特殊要求，导致只能从某一特定供应商处采购的情形，项目采购满足单一来源采购条件，故本项目采用单一来源采购方式进行采购。
