采用单一来源采购方式的原因及说明：山西广播电视台2025-2025年度图片购买7000张，近一年的用量为15042张，使用到的图片多来自500px图库、Getty Images图库、美联社。在使用的创意类图片中，500px 图库、GettyImages图库占比最高，超过70%，在资讯类图片中GettyImages图库、美联社占比最高，超过20%;音乐素材购买500条，近一年的用量为684条(其中超量使用184条)，音乐品牌EpidemicSound用量最多，超过80%。为了满足我台各频道频率及新媒体大屏小屏的图片及音乐内容使用量大、内容专业度高、获取便捷等需求，需选择能够同时提供以上四个品牌图片、同时一站式提供高品质音乐素材的综合商业素材库供应商。 汉华易美视觉科技有限公司是中国领先的综合性商业素材库供应商，其中图库的图片包含全球新闻、财经、科技、体育、娱乐、民生、历史档案、设计素材等，数量超过5亿张，音乐库包含背景音乐和音效两个品类，涵盖上百种音乐风格，包括但不限于提供MP3、wma等下载格式，数量超过15万条。均可通过账号在网站www.cfp.cn一站式下载获取使用授权。基本涵盖我台所需的各品牌素材。该公司拥有Getty Images商业图片库在中国大陆地区的独家代理权;也是2026年第25届冬季奥林匹克运动会官方图片社，并有法新社、美联社、英通社等世界顶级媒体机构以及员工摄影提供丰富赛事内容。汉华易美已收购500px品牌并拥有全部版权。汉华易美拥有音乐品牌Epidemic Sound 在中国大陆地区的独家代理权。 该项目符合《中华人民共和国政府采购法》第三十一条及相关法律法规规定，适用单一来源采购方式的相关情形，为了完成该项目，同意本项目采用单一来源方式采购进行。
