拟采购的货物或服务的预算总金额（元）：6500000

采用单一来源采购方式的原因及说明：1.本项目拟从生态环境变化和生态环境状况两个方面，评估自然保护区的保护效果和管控效果；基于评估结果，提出问题和建议，为我省自然保护地生态环境监管提供决策支撑。项目专业要求高、探索性强、时间紧、任务重，需要充分衔接相关数据成果，包括自然保护地评估调整成果、土地利用现状、气象因子、土壤类型等数据，且上述各类数据均属涉密数据，数据保密要求极高。因此，要求技术服务单位须具备较强的专业背景、科研能力和相关领域的研究基础，熟悉相关技术规范和政策要求；具有完善的保密管理制度、专业的涉密数据处理设备和涉密数据处理能力等要求。2.省环境研究院作为厅直属公益二类事业单位，是我省生态环境保护领域的重要技术支撑力量。近十年来先后承担了全省生态保护红线划定和评估调整、全省生态环境分区管控（“三线一单”）研究、省级自然保护区生态环境保护成效评估试点研究等工作，在多年的科研工作中积累、集成了大量的基础研究数据和研究成果，培养了一批具有丰富工作经验的专业技术人才，具备较强的技术力量和专业背景。省环境研究院具备处理各类涉密资料的能力，拥有完善的保密管理制度及专业的涉密信息处理设备，能严格遵循国家保密法规，确保数据在收集、分析、存储、传输等全流程安全可控。同时，省生态环境规划和技术研究院一直以来与中国环境科学研究院、生态环境部南京环境科学研究所、生态环境部规划院、生态环境部卫星环境应用中心等国家级技术单位保持着良好的业务交流和紧密的工作联系，能够为本项目的开展提供有效的技术支撑。3.本项目符合《关于印发省直事业单位重塑性改革相关配套政策的通知》（晋编办字〔2025〕167号）中“2025年底前，在推行政府向公益二类事业单位购买服务时，由其主管部门直接委托其所属事业单位并实行合同化管理。其中，采取直接委托购买的服务项目，属于政府采购集中采购目录以内或者采购限额标准以上的，可以通过单一来源采购方式实施”的规定。
