采用单一来源采购方式的原因及说明：鉴于保障铜陵市中医医院业务系统稳定运行，现阶段部署在中医系统集成有限公司（铜陵移动公司机房），经过了3年服务运维良好，保障了患者诊疗流程正常开展和医院的安全运营，为保证24小时不间断运行与医疗连续性要求，若更换运营商，必然导致服务中断，而医院业务直接关联患者生命安全，任何时长都可能延误诊疗，甚至引发安全风险。同时从数据安全、服务连续性和信息保密性的高度出发，确保现有技术架构和服务模式的连续性显得尤为重要。省内其他医院相同的云服务案例已通过单一来源采购。综上所述，考虑到该项目的特殊性和对技术、服务连续性的严格要求，以及潜在的高转换成本和风险，本项目符合《中华人民共和国政府采购法》第三十一条关于单一来源采购的适用条件，即因货物或者服务使用不可替代的专利、专有技术，或者公共服务项目具有特殊要求，只能从唯一供应商处采购的情形。因此，本项目拟采取单一来源采购方式，以确保项目实施的顺利推进和服务的持续稳定。
