采用单一来源采购方式的原因及说明：

1、原因：只能从唯一供应商处采购的。

2、说明：在2023年2月10日发布的《广州市生态环境局 广州市卫生健康委 广州市城市管理和综合执法局关于优化调整我市医疗废物收运处置管理措施的通知》（穗环〔2023〕16号，附件一）中明确规定，广州环保投资集团有限公司（以下简称“广环投公司”）保留专业收运车辆与人员，作为医疗废物应急收运处置力量，自2023年3月1日起，按应急方式负责收运天河区、黄埔区、增城区医疗卫生机构及核酸检测机构等产生的医疗废物，并送至应急处置设施无害化处理。在此阶段，广环投公司是广州环保部门指定的唯一负责收运黄埔区医疗废物的企业。 2024年4月30日发布的《广州市生态环境局关于加强医疗废物收运处置管理的通知》（穗环〔2024〕46号，附件二）指示，广州环投福山环保能源公司（以下简称“福山公司”）已获《危险废物经营许可证》，广环投公司负责的医疗废物将逐步转移至福山公司处理，这意味着负责黄埔医疗废物处理的主体开始发生转变。 到了2024年9月14日，根据《广州市生态环境局关于调整福山循环经济产业园医疗废物协同处置项目危险废物经营许可证主体意见的函》（附件三），因业务发展需要，市生态环境局将《危险废物经营许可证》的主体变更为广环投公司旗下多层子公司架构下的广州环投再生资源利用有限公司（简称“再生资源公司”），福山公司原持有的《危险废物经营许可证》随即失效。 目前，在广环投公司体系内，仅有再生资源公司持有《危险废物经营许可证》。而从事医疗废物集中处置业务，必须同时具备《危险废物经营许可证》与《道路运输经营许可证》。因此，在广环投公司旗下众多公司中，只有再生资源公司具备本项目医疗废物无害化处理的资质条件，能够有力保障本项目的顺利推进。 本项目中，由于市生态环境局相关文件规定，使得黄埔区医疗废物处置只能由特定的供应商，即再生资源公司承担，符合单一来源采购方式适用情形。 综上所述，本项目申请从唯一供应商（广州环投再生资源利用有限公司）采用单一来源的方式进行采购。
