货物或服务的说明：淮南市潘集区采煤沉陷区大庄四期搬迁安置小区天然气中低压管网及调压设施安装工程对大庄四期搬迁安置小区1890户居民住宅天然气安装，项目实施有利于保障沉陷区居民群众基本生活，改善人居环境，促进区域社会经济和谐发展。
采用单一来源采购方式的原因及说明：1、根据《安徽省城镇燃气管理条例》第十六条规定，“燃气经营服务实行管道燃气特许经营制度”，淮南市飞腾天然气有限公司已依法取得2020年-2040年潘集区域的特许经营权。2、根据《安徽省城镇燃气管理条例》第三十五条“管道燃气用户需要安装、改装、拆除其承担管理、维护责任的管道燃气设施的，应当经管道燃气经营企业同意，由管道燃气经营企业按照国家有关工程建设标准组织施工”，淮南市飞腾天然气有限公司是潘集区域实施本项目唯一特许经营企业。 3、根据《中华人民共和国政府采购法》第三十一条第一款“只能从唯一供应商处采购”的规定，建议本项目采用单一来源方式采购，拟由采购人向淮南市飞腾天然气有限公司采用单一来源方式采购。
